Serie A tries to win back supporters but stars flee violence

A year on from that marvellous summer of World Cup victory in Germany and very little has changed: Italian domestic football is still in a desperately poor shape. The new Serie A season kicks off this weekend, but several top players have fled the country, while the clubs are struggling with financial difficulties, low attendances and violent supporters.

Ten years ago the world's best players wanted to play in Italy, but nowadays it seems to be one-way traffic in the other direction. Rolando Bianchi, Valeri Bojinov and Sulley Muntari have all moved to the Premier League. Luca Toni opted for Germany, Giuseppe Rossi for Spain, Fabio Grosso for France, Cristiano Lucarelli for Ukraine and the under-21 striker Graziano Pelle for, er, AZ Alkmaar in Holland.

Pelle was so disillusioned by the state of Italian football that it seemed he would play anywhere else in the world apart from his own country. 'I was really tired of our football,' he said. 'What happened at Catania [when a police officer was killed after a derby against Palermo in February] made me reflect on things. In Italy there is too much violence, inside and outside the stadiums.

'Is it normal that when a team struggles its players get assaulted by the fans? No, it isn't. It would be like me going to a restaurant and punching the chef in the face because I didn't like the meal. And I don't do that. We also had the Calciopoli [match-fixing] scandal, with the loss of credibility that meant. I felt I needed a change.'

Toni is loving life at Bayern Munich. 'Things are so much calmer here in Germany. We beat Bremen away the other week, but their fans still applauded the team, and when we walked to the team bus they applauded us as well. There was no violence. It was a party for everyone. Beautiful.'

A survey in La Repubblica last week showed that eight out of 10 football supporters in Italy fear there might be violence when they attend a game. That is a frighteningly high figure. Season-ticket sales are slightly up on last season, but that is partly because the 2006-07 figures were so poor and also because teams such as Genoa and Napoli, with their huge fan bases, are back in Serie A. Atalanta have sold just over 4,000 season tickets, Cagliari are on 3,500 and so are Empoli.

Amid all the gloom, however, there is some hope. The head of the Italian league, Antonio Matarrese, said last week the league is 'working on bringing two million people back to football'. 'We want to improve the security at the stadiums. We want to have stewards at the grounds and I have told the parliament that as well. We have to be united to move forward and I hope we are. I think our football is coming out of its crisis,' he said.

As for the football side of things, Inter, last season's champions, start this campaign as favourites after adding the Honduran goal machine David Suazo and Roma's defender Christian Chivu to their team. Milan, without a penalty deduction this season, will provide a tougher challenge with their squad intact and Emerson added to their midfield, while Roma have signed Barca's Ludovic Giuly and Real Madrid's Cicinho in the hope of winning their first title since 2001. Juventus are back in Serie A and have appointed Claudio Ranieri as their coach, but the Tinkerman has had a terrible pre-season and Juve are unlikely to win the league this season.

There will be some very good football played - and Serie A is the home of the European champions, Milan - but one thing is clear: restoring the credibility of Italian football will take a long time. It is difficult to disagree with the former Italy striker Gianni Rivera who, when asked if he thought Italian football had learned its lessons after the Calciopoli scandal, answered: 'I hope so, but, to be frank, I don't think so.'

James Lawton: Culture of excuses behind the decline of national prowess

Sometimes, when a decline runs as deeply as the one afflicting England's national football team, it is maybe necessary to step outside an unbroken circuit of underperformance, tactical lunges, random injuries and coaching failures.

Sometimes you have to face up to the fact that a whole culture is shot to pieces. That a fundamental truth is being ignored. That the idea – painful as it is in the wake of England's failure to match what amounted to Germany's B team at Wembley this week – of providing something to compare with the regular revival and revitalisation of German football, with its three World Cups and six finals, is beyond England's wildest dreams.

Part of the problem, you have to suspect, was encapsulated in the refusal of the goalkeeper Paul Robinson to ascribe anything much more serious than bad luck to the appalling mistake which allowed the Germans back into the game and on to a platform from which they delivered still another example of how easy it is for the leading nations to get the better of England, (one World Cup, at home, one final). Robinson's self-serving evasion of the fact that he had made a critical error was no great surprise.

It did, after all, take us back to several bad places, not least the one occupied by Robinson in Zagreb last year when his ludicrous air-kick allowed a back pass from Gary Neville to trickle over the goal-line and, perhaps, contribute to England's failure to qualify for next year's European Championship.

That, we were told, was nothing to do with Robinson's breakdown in the concentration which underpins the careers of the great goalkeepers. No, it was more about a failure of Croat pitch preparation.

There was the same reluctance to face up to individual failure when England slipped so dismally to defeat against a 10-man Brazil in the quarter-finals of the 2002 World Cup in Japan. England's goalkeeper David Seaman wasn't culpable when he wandered off his line and was beaten by Ronaldinho's floating free-kick. No, he was victim, like all the England team, of a freak, some conspiracy of fate to do them down.

They didn't go out of the World Cup admitting to their shortcomings. Seaman wept and his captain, David Beckham, wrapped him in his arms and excluded him from all blame; as no doubt he did himself after jumping out of the tackle that led directly to Brazil's equaliser.

There were tears from Beckham after another ritual exit from the big time at last summer's World Cup quarter-final in Gelsenkirchen. He cried on the touchline after being substituted, then wept copiously on his way to the press conference he had called 24 hours later to hand in, unbidden, the captain's armband.

Frank Lampard wrote in his autobiography at his shock that the team's failure drew so much criticism. He thought he and his team-mates were entitled to "more respect". But respect for what? Serial failure? A befuddling routine of big claims and miniscule performance? A routine failure to look into the mirror.

Two years earlier, after England's exit from the European Championship in Portugal, Beckham was aghast that his own performances and leadership were questioned. The team threatened to strike on the way to those finals when Rio Ferdinand was left out of the squad after pleading guilty to failing to take a drugs test. The team coach, Sven Goran Eriksson, in the middle of his dinner, was summoned to listen to the deliberations of his players. He went.

Eriksson rejected all criticism of his performance after three successive failures to outcoach Luiz Felipe Scolari, the coach of Brazil and Portugal in two World Cups and one European Championship.

Graham Taylor believed he lost his job after England's failure to qualify for the 1994 World Cup not because of poor team development but a refereeing error in a match against the Netherlands in Rotterdam.

It is as though a manual of excuses and self-justifications is handed out with the job. Glenn Hoddle was in such denial that he claimed he was still revered in the nation even after being fired for voicing crackpot religious theories, writing a diary of the 1998 World Cup which shattered coach-player confidentiality and suggesting that his chief mistake was not to include his faith-healing friend in the England squad that went home after the round of 16.

The culture of doubletalk and evasion is rampant now in both the national team and in the Premier League. Last weekend Jose Mourinho made absurd claims on behalf of his team's mediocre effort and, naturally, did not see the incident that produced the phantom penalty that dragged his underperforming team back into the game at Anfield.

Where will it all end? Certainly not in the angst that consumed Jack Lambert, the famed linebacker of the San Francisco 49ers who, after a defeat for which he held himself partly responsible, spent a weekend applying a small hacksaw to his jeep. Eventually he cut it in half, but then confessed to feeling not a whole lot better.

Heaven forbid that the same fate should ever befall one of the luxury motors that increasingly inhabit Premier League car parks. However, some kind of gesture of regret would not be out of place.

The trouble is that it would require some kind of serious appraisal of the truth. It is a habit English football appears to have lost, along with so much else.

Chelsea avoid 'ransom' fee to sign Belletti

Jose Mourinho has wanted to sign a Brazilian right-back from Spain all summer. Last night he signed one. It was not, however, Daniel Alves who agreed a three-year deal, but Juliano Belletti, signalling a likely end to Chelsea's summer spending.

Chelsea switched their attention to Belletti, who has been eclipsed at Barcelona by last summer's arrival, Gianluca Zambrotta, after Seville insisted they wanted £27m for Alves. The decision adds weight to the claim made yesterday by Bruce Buck, the club chairman, that Chelsea will "not be held to ransom" on transfer fees. Buck added that selling Arjen Robben to Real Madrid was "a very good business result". "He wanted to leave," added Buck. "That's been clear almost from when last season ended. We wanted him to stay but with any sports team harmony is important. We want players who want to be here."

Robben's £23m fee, a £10m profit on the figure Chelsea paid PSV Eindhoven in 2004, might have been expected to finance an enlarged bid for Alves. Instead Chelsea turned to Belletti, who at 31 is seven years older than Alves and, while still adventurous, is a less dynamic player.

Belletti scored the winning goal for Barcelona against Arsenal in the 2006 Champions League final, which should immediately endear him to Chelsea fans. He has spent four years at Barcelona and won 20 international caps. His arrival is likely to mean the departure of either Paulo Ferreira or Glen Johnson, two right-backs signed for a cumulative £25m neither of whom are trusted by Mourinho. Alves may now join Real Madrid, whose transfer policy still appears to be based on the tenets of Viv Nicholson.

Ferreira's £19m transfer was an example of the "spend, spend, spend" days at Chelsea, a policy justified by Buck yesterday as "playing catch-up". He added: "In order to get short term results we had to bolster our squad quickly. We only bought the club on 1 July, the transfer season had already been going on for a month. So we had to act quickly. It's different now. We want to get value for transfer fees. If the transfer fee is higher than we think it should be then we will not go after that player. Over the last few years it's happened numerous times."

Buck, who was speaking at the relaunch of the club's Old Boys team, who play their West Ham equivalents at Tooting & Mitcham on Sunday, added: "In the transfer market there's one price for Chelsea Football Club and one price for everyone else. We have to fight against that. It's not easy but we're making headway."

The signing of Belletti, rather than Alves, will help that cause, but it may further disgruntle Mourinho. The manager may not be as pleased as the chairman at making "a pretty good profit" on transfers this summer.

The value-for-money approach also, said Buck, applied to player salaries. Nevertheless he remained confident Frank Lampard would follow John Terry and agree a new deal later this season.

Longer-term Buck insisted Roman Abramovich remained committed to the club. "Look at what we did at the training ground, you don't do that if you are a short-term investor. That's one big indicator. I don't think any of us look decades ahead but he's looking certainly 10 years ahead."

* The Ukrainian champions Dynamo Kiev have offered to take the Chelsea striker Andrei Shevchenko on loan for a year.
